Try power-cycling the cable modem after you've connected it to the WAN port on the router. If the modem has a battery back-up (usually only if you have telephone service from the cable company) you'll need to disconnect the battery as well while power is off. I have to do that when I visit my parent's place and want to hook up a wireless router for my laptop.
