Nick-

Perhaps TM requires an initial backup to be completed before it can
recover from an interruption?

Or, perhaps recovery is dependent on how softly it was interrupted. A
hard restart might not allow TM to save pointers required to pick up
where it left off. For that matter, something like a Finder Relaunch
might cause the same problem.

Next time your system behaves strangely, try telling TM to stop backing
up, and wait for it to complete the task before doing a restart.
