I'm already logged in as an Administrator on my XP client machine.
There is no Run As Administrator option when I right click.

Thank you for your reply. Although the above link refers to a 2003 TS
LS, on my 2008 LS, I modified the;
Local Security Policy - Security Settings\Local Policies\Security
Options
Network access: Let Everyone permissions apply to anonymous users" –
Enable.

After enabling the Network Access permission, I rebooted my 2008 LS
and rebooted one of my 2008 TS. A test login to the 2008 TS saw no
change in my problem; the 2008 TS does not pull a per device license
from the 2008 LS (unless I run the Licensing Diagnostic wizard and
supply administrator credentials to the LS).
Note: the same 2008 LS is successfully issuing numerous TS per device
cals to our multiple 2003 Terminal Server clients. It will just not
issue 2008 device cals to 2008 Terminal Servers.

Then it seems that your only options are to either make the
Terminal Servers domain members, or move your Licensing Server into
a workgroup. I'd let the TS join the domain, surely that makes a
lot of things easier (user accounts, central management through
group policies, etc)?
