To send to my own Mercury server at home I use another port, of course.
But if my ISP is down then my home server is not reachable. My French
ISP uses port 587 and I can normally send via that if Demon is down. But
if I try to send to Wanadoo using port 587 when connected to 3 it
refuses the connection which looks as though the IP address that 3 uses
is blacklisted (open relays in that block?).

If you look at my second message you'll see that the mails did arrive
but only after several hours. But having read around I see that others
have had the same problem.

No, I didn't activate it. But neither have they charged me for it.

I think port 587 should be OK, though I haven't tried it for sure.

As stated on the linked-to page, it depends on the account, and seeing
as the OP mentioned a dongle for a laptop, it seems rather unlikely.
