Hmm... so I might guess that something like this:
http://www.elcomresearch.com/shop/item.aspx?itemid=11 ... is operating in a
legal gray zone, at least in the U.S. (they're in Greece)? They're using
off-the-shelf GPS and Bluetooth modules in there, but I'm almost 100% certain
(from e-mails with the main designer) that they didn't go through a formal
certification process...

Not necessarily. If you use a pre-certed module with its native antenna
and just place that pre-certed stuff inside a plastic shroud you can be ok.

Maybe they are just a re-packager when it comes to hardware.

I was thinking one of these:

http://www1.conrad.nl/scripts/wgate/zcop_nl3/~flNlc3Npb249UDkwX05MX0IyQzpDX0FHQVRFMTA6MDAwMC4wMGYxLmE2ZDFiYTcwJn5odHRwX2NvbnRlbnRfY2hhcnNldD1pc28tODg1OS0xJn5TdGF0ZT0xOTI2NjMzMTM4====?~template=PCAT_AREA_S_BROWSE&mfhelp=&p_selected_area=%24ROOT&p_selected_area_fh=&perform_special_action=&glb_user_js=Y&shop=NL2&vgl_artikel_in_index=&product_show_id=&p_page_to_display=DirektSearch&~cookies=1&zhmmh_lfo=&zhmmh_area_kz=&s_haupt_kategorie=&p_searchstring=433MHz&p_searchstring_artnr=&p_searchstring_manufac_artnr=&p_search_category=alle&fh_directcall=&r3_matn=&insert_kz=&gvlon=&area_s_url=&brand=&amount=&new_item_quantity=&area_url=&direkt_aufriss_area=&p_countdown=&p_80=&p_80_category=&p_80_article=&p_next_template_after_login=&mindestbestellwert=&login=&password=&bpemail=&bpid=&url=&show_wk=&use_search=3&p_back_template=&template=&kat_save=&updatestr=&vgl_artikel_in_vgl=&titel=&darsteller=&regisseur=&anbieter=&genre=&fsk=&jahr=&jahr2=&dvd_error=X&dvd_empty_error=X&dvd_year_error=&call_dvd=&kna_news=&p_status_scenario=&documentselector=&aktiv=&gewinnspiel=&p_load_area=$ROOT&p_artikelbilder_mode=&p_sortopt=&page=&p_catalog_max_results=20

If that link does not work, go to www.conrad.nl and type in the search window '433MHz'
Plenty to choose from!
I have one transmitter in a samll black PVC box to control the 'aan uit' light
system (hacked).
ftp://panteltje.com/pub/cracking_klik_aan_klik_uit_img_1003.jpg
The small PCB is a trasnmitter....
You can key it simply with the power, it has a separate digital input too.
I drive it directly from RTS on the serial port, enough power!

This is the tranmitter in the box:
ftp://panteltje.com/pub/lremote_transmitter_img_1004.jpg
the box is also from conrad, adn also very cheap, and small.

I bought a bunch of these boxes for small pic projects like this:
ftp://panteltje.com/pub/LED_control_box_img_1162.jpg
That black thing on the side is a connector shell with a LDR photocell in it..

Nope, but I've got over 20 years of agency approval processes under the
belt :-)
