You're innumerate, or what?

Doppler shift from a terrestrial 100MHz signal to an orbiting
satellite is a few kHz at most. An FM channel is 150kHz wide.
A few kHz of shift isn't noticable on a device as crude as an
FM radio.

How do you think speed radar works, if not by measuring the
Doppler shift?
