Because the Universe is, or the local Universe we exist in is, a jet
stream where matter is moving directionally and outward until it 'goes
over the waterfall' and winds up back at the Universe 'disk' (i.e.
Rindler Horizon):

A jet stream wouldn't have any shift at all because everything would
be moving with it in the same direction. This is not what we see at
all.

The jet stream is not just moving, it is moving outward. The following

You should let people know that it is radial in nature and has a
beginning center. I don't hardly ever follow links but the image you
provided helped.

A river or stream is linear not radial.
