Correct. Maxwell described the displacement current. Electromagnetism is
a state of the material aether.

Don't involve time at this point. Focus on Aether Displacement and the
material aether.

Focus on matter and aether as different states of the same material.

Focus on Einstein's definition of the state of the aether, "the state of
the [ether] is at every place determined by connections with the matter
and the state of the ether in neighbouring places".

The state of the aether as determined by its connections with the matter
is the aether's state of displacement.

Focus on this correlating to Maxwell's displacement current.

If you focus on the above you will understand how electromagnetism is
related to the aether's state of displacement.
