If there's a dozen regular posters that's probably sufficient (and I suspect there are enough people wanting to do that on Usenet) Knock up an RFD and give it a ago... it's not much work and you have nothing to lose. Have a read of news.groups.proposals to see the sort of thing that's required. (There was a recent discussion of comp.mobile.ipad, for example). Be prepared for a discussion of whether it should be misc.phone.mobile.android or comp.mobile.android or comp.os.android or... The long-drawn-out voting process is now a thing of the past.
