I'd try removing that registry value then creating it again. Or you could use one of the tools at http://www.slipstick.com/outlook/esecup/getexe.htm. When I copied it in, I just did not copy the last quotes. I have done the repair option - and it still has the problem. I will keep plugging away at it and my ultimate solution is to upgrade to Office 2003.
