So IE can get to that page , why can't Outlook receive that page? Maybe I should post in the Outlook NG. Thanks in advance

Hey Rich, Right, actually we've tested with this tool and everything passes the AutoD tests here fine. We suspect that a HTTP authentication page should be returned instead of a ISA FBA page. If we pass credentials to a profile already created and then run Test E-main Autoconfiguration the autodiscover.xml is returned fine. Some research on the Web suggests that Oulook can not handle FBA and specifically when creating a new profile with AutoD. It seems another ISA Publishing Rule or listener or both without FBA may be what we need for AutoD.
