I receive a nice little quarterly check for being part of the development team that created a system for collecting such data and a central law enforcement accessible database. It can collect seller's picture, scan proof of ID, fingerprint (add on option), and signature. It ain't cheap, but then any stolen goods found in a pawn shop are confiscated without compensation, so it's an investment to prevent future loses.
