I am looking for a small programme that could be set to flash a warning on
screen if I were near a daily allowance limit .

I use this. The best bit is that you can install it on all the computers
on your network and each computer will report its usage (when connected
of course). You can really keep tabs on your network. You can also
password protect the settings so kids, etc cannot alter anything or
delete their usage data.
