I am currently running Windows 2003 Server SP2 as file sharing only. The
staff mainly uses the remote desktop when out of the office, I understand
that there is a maximum of 2 concurrent connections. My Question is can I
use my 5 cal's that came with Windows server 2003 for remote desktop
connections to increase it to 7? or do I have to purchase additional cal's?

No the two "remote desktop" server sessions are only for administrattion.
The user/device CALs just allow normal server connections.

Multiple user connections should use a Terminal Server configuration
(requires seperate licenses still).

Basically yes. The two remote sessions are made available for remote admin
of the server, not for use by remote desktop clients.

To run your machine as a terminal server you need to enable terminal
services and buy TS CALs. TS CALs are quite different from normal client
CALs. Client CALs allow local LAN clients to access your server.
