I've been told that I can't buy cals for a 2003 TS anymore. Is this
true?

Can I apply 2008 TS cals to users connecting to a 2003 server?

As I know, CAL purpuse through volume license scheme (open, select, etc.)
have downgrade right.

After reading articles online, I'm thinking I'll need to install the
licensing server on 2008 yet have ppl connect to the 2003 TS server.
People are saying 2008 cals are not compatible with 2003 licensing
server.

Cause 1: You are trying to install a Windows Server 2008 CAL pack on a
Windows Server 2003-based license server
A Windows Server 2008-based terminal server cannot communicate with a
Windows Server 2003-based Terminal Services licensing server. However,
a terminal server that is running Windows Server 2003 can communicate
with a licensing server that is running Windows Server 2008.

To resolve this problem, you must configure a Windows Server 2008-
based computer as your licensing server.
