After reading articles online, I'm thinking I'll need to install the licensing server on 2008 yet have ppl connect to the 2003 TS server. People are saying 2008 cals are not compatible with 2003 licensing server.

However, a terminal server that is running Windows Server 2003 can communicate with a licensing server that is running Windows Server 2008. To resolve this problem, you must configure a Windows Server 2008- based computer as your licensing server.
