I can select Simulation Mode if I insert a CD-R, CD-RW, DVD-R, or DVD-RW blank.
It's greyed out if I insert a DVD+R or DVD+RW blank. So I guess the feature
isn't supported with DVD+R/RW discs.

I'm using Toast 6.1.1 on Mac OS 10.4.11 and an internal burner.
