Verizon did this a while back to me. The various cable, satellite TV, and FIOS services do the same thing. Offer "all the channels" for a premium package, then create a _new_ super-premium package that is more expensive and offers "all the channels" while the old "premium, but no longer super-premium" package now has fewer and fewer channels in the line-up as they move some over to the new one.
