I've seen that in several apps and I suspect it's a bug or inefficiency in a system library. When Time Machine is running over the Internet, Dictionary sometimes puts up the beachball for a minute. Activity Monitor "Open Files and Ports" was viewed directly after a launch of Dictionary and it does not report any paths that include one or both of the external drives even though both drives were busy as a result of the launch of Dictionary.
