There's probably some type of statute-of-limitations clause,
within a credit card company's contract, that states the holder
has a limited period in which to submit a fraud claim.

I would say so! What's the point of downloading charges if you never
look at them? This is one reason I don't let Quicken automatically
enter charges. I'd most likely notice a balance off, but I'll
definitely notice it when I review and accept those charges.
