If you paid with a Visa Gold or Platinum card or any American Express
card, you should be covered until June, 2011. No such luck with
Mastercard, which limits coverage only to original warranties of 12
months or less (and doesn't seem to provide very good service for
extended warranties).

After you get the replacement fan, you may want to clean the original
fan, inside and out. Sealed ball bearings can't be lubed, but
unsealed can be regerased (lithium grease only, not Vaseline). OTOH
sleeve bearings should only be oiled (light machine oil, never
silicone or WD-40). If the fan still doesn't start by itself, then it
has an electronic problem.

Installed new heat sink/fan and it does the same thing. I'm thinking
it has something to do with the bios fan control. When I first start
the computer it will spin for a second and stop. I waited for a few
minutes and as the cpu warmed up the fan goes on as normal. So I'm
guessing it has something to do with the bios fan control? At least
the new fan is a bit quieter.

If you really mean "a few minutes", that might be a problem. If
you really mean "a few seconds", that is not a problem IMO.

You can look in the BIOS and find out. Fans should be started at a
significant percentage of full speed, a CPU fan should be running
at all times after startup IMO.

What motherboard are you using?
Check in your BIOS to see if you have an option for "Quiet Fan" or
"Q-Fan (Asus)" or some other fan control, and turn that off or set it to
"Always On" or "Full Speed" or whatever setting accomplishes that and
see if it changes anything.
