Quoted from the Skype (not 3) website:

3 Skypephone Terms
Available from 3 to new approved customers who purchase a 3 Skypephone and
register on selected 3 monthly or pre-paid price plans, subject to minimum
contract and regular top-up. Free calls are Skype-to-Skype calls and Skype
instant chat messages only from the 3 network or while roaming on a 3 sister
network. Fair use policy and terms apply. Visit the 3 website in your
country for details.

This would suggest free Skype calls on 3 networks abroad. I did not find
anything on 3 UK website to confirm this. Sounds too good to be true.

It might be too good to still be true

I think you might need to check the up-to-date terms and conditions
with 3, and not necessarily take Skype's word for it

Free Skype calls only apply when used on a 3 network, yes

But 3 Like Home was abolished by 3 UK during last year, though other 3
networks still continue equivalents for their customers, so I'd be
cagy about assuming this still applies to roaming in those other 3
countries

It certainly does not apply in countries without a 3 network

3 "roams" to a "sister" network in the UK when the 3 signal is not
available.

There is a 3 mast within 200m of my house but my phone regularly starts
with the sequence

"emergency calls" -> roaming -> 3

(the mast is conveniently situated in a cutting to channel the signal to
drivers on the M3!!!!)
