After you do the ON-D then ON-C, you quickly depress both the + and - keys simultaneously. Hold them down for a little while, say 5 seconds or so; then release them. That should put you in the mode where you can update the code. One way to exit that mode is to select the (2) SELFTEST and then ON-C to exit that routine.

Which explains why there were so few reports on this problem ....
