Talk to the maker of the application.
Or be wise and abandon it. Find something that was written in the

I found a solution...
Application use or in the first setup install or register a control (dll)
inside "all users folder", in Documents and settings Folder. I provide
enough permissions to users, and problem is solved: App works, and users
only can see its own printers.
