I have a task with a team of 6 people. each has to devote 30 minutes of
effort per day to review project materials ofver a 3 week period. How do I
set this up? I'd expect to see a string of 30 minute events over the period
in the Gantt view.

Here's one way to handle this:

1. In the Gantt Chart view, enter the task name and then set the Duration
to 15d (the 3-week window you mention).
2. Click Window - Split to apply the Task Entry view.
3. In the bottom pane (Task Form), click the Task Type pick list, choose
the Fixed Duration item, and then click the OK button to apply this change.
4. In the Resource column in the Task Form, individually select each of
your 6 people (do not click the OK button yet).
5. Set the Work value to 7.5h each of the 6 people in the bottom pane.
6. Click the OK button in the Task Form.

The 7.5h value in step #5 is 30 minutes per day x 5 days/week x 3 weeks.
The system will calculate a Units value of 6% for each resource. This is
one way to handle it. Perhaps the others in the group will share their
ideas with you as well. Hope this helps.

You could do this:
Duration first, 15 Days
Assign the 6 people at 100%
Change the Task Type to Fixed Duration. This only needs to be temporary, to
protect the duration for what we are about to do next. This could have been
done immediately after estimating the duration at 15 days above. I would
probably put it back to the default Fixed Units after we are finished here.
Switch to the task Usage View.
Adjust the timescale zoom to see each day.
Enter 0.5 for each day on the grid.
There are 6 resources and 15 days so that's 90 cells.
Obviously, you would not type 0.5 90 times.
It's a snap with copy, paste, fill down (ctrl-c, ctrl-v, ctrl-d).

There are other ways.
Your 15 day task is probably too long and should be broken down into shorter
stages, so you can track it better etc.
And 6 people on one task is probably too many.
You could go the whole hog and make 90 x 30 minute tasks, then summaries and
roll-ups.

Perhaps be careful about the use of the word "effort" when you mean Work as
defined in MSP, what used to be called "man-hours".

Perhaps it does not need to be so difficult. Essentially, you have 3 hours
of work per day divided among 6 people (30 minutes each).

30mins/8hours = 6.25% assignment units. Each resource will work 7.5 hours
over the course of 15 business days "reveiwing project materials"
Type in the task name: Reveiw Project Materials
(I am assuming this to be one task, I am not so sure we get much value out
of making it more granular than that. After all, are all the other tasks on
the schedule broken down into intervals of 30 minute duration with 6
resources assigned? I hope not, that is probably too much detail - IMHO).
So, I assume you have a level of effort task.

On the menu
Window/Split...
You now have two windows.
In the bottom window, change the task to fixed duration, assign your six
resources and make their assignment units 6.25% or make their work 7.5 hours
(30 mins/day for 15 days). No need to do both, Project can figure that part
out nicely.
