Down. In very simplistic terms. Public servant pay comes from revenue raised by taxation. However, that does not mean that public servants do not pay tax. They fill in income tax returns exactly the same as the one you would, if you could hold down a job. They are issued group certificates exactly the same as yours would be too. A percentage of their wage is deducted each payday, just as yours would be... This might surprise you... soldiers are subject to the same rules too.
