WHQL has a special expedited program for OEMs, so that your clients can go
through a quicker and less expensive process if the only change has been to
personalize the INF file. You need to contact WHQL about this.

However, that doesn't really matter in your case, because it is no longer
possible to get a WHQL signature for a USB camera that needs a custom
driver. All USB cameras must be USB Video Class compliant, and a UVC
device does not need a driver at all.
