I have seen this a lot, if you want ie8 on the server? than download the
standalone ie8 file and run it. it will ask to restart the server and
everything will be fine.

IE 6,7,8 on a W2K3 Server is a different download. As such you downloaded the wrong
Hotfix or Update for IE for your W2K3. Have seen this numerous times and the issue
arises from you downloading the update for IE from IE6 to IE8. You had the wrong IE8
installed and therefore your issue. Uninstall the IE8 from the computer and let it
fall back to IE6. Then using WU let it detect the correct IE8 and install it
