Most people wouldn't not buy the first / second etc generation of
anything. But that doesn't help the minority of people who would!

If Apple would have announced earlier that we would get more iPads
sooner because nobody in the US wants to buy them, would this have been
better? I doubt it.

I'm pretty sure that this batch will be build to the very same
blueprints as the earlier ones. The iPads that go to Europe will not be
second-generation. It's much too early and too fast for that. Well,
except maybe small changes in procedures or so.
