What would you have the admiral do though? Certainly he can say, "Sir, Guam
isn't a floating island and therefore there's no way in which it can 'tip
over," but does that really help anything?

I figure the admiral was just being polite since he knows he's talking to some
with impaired cognition.

The admiral could've simply asked "Sir, are you seriously suggesting
that an island founded on solid rock extending to the bottom of the
Pacific Ocean might flip over from a few added people? Surely, you
jest."

I expect that saying that would have resulted in a confused look.

If it really was a joke, it didn't work very well. I still believe the guy
was just confused and not able to properly express his thoughts.
