The language of the 'joke' statement evinces an eloquence of which, having heard him, one would not otherwise accuse the good congressman. Besides, in the video he clearly says he's afraid Guam will "tip over and capsize," which he illustrates with his hands, showing the island flipping. (Man, watching those was painful! The Democrats have a lock on it, and occasionally one spills over into the repubs, BUT they are good enough at finding the idiots in their midst that they get properly culled out.
