Assuming it is a "public" Zoo owned by the municipality he is right he owns it.... just like any shareholder owns a company. The Shareholders or in this case local tax-payers and/or residents get to elect a town council whom they authorise to run the town and set the rules to run the town. So he does "own" the zoo but he has appointed the trustees/management to run it on his behalf. They may well set a rule saying members o the public and the "owners" who are not employed there my only enter at certain times. They may say that non-employees may not take any pictures in side the zoo... If any shareholder/ local tax-payer-resident does not like it they are quite at liberty to vote differently as the next election. The other point is whilst he may want to take pictures what if all the other owners do not want to let people take pictures in the zoo? This seems as usual ONE person saying my rights are more important than anyone else's.
