Did you try DVD Flick? After doing some reading online, it *appears* to be
the only thing that offered a decent freeware solution.

I looked at the web page. It doesn't claim to do mts files. Otherwise
looked like a promising program. My problem is with the mts file format.

Downloaded Koyote Free Video Converter, and it works fine. It wants to
install some extra garbage , but allows opt-out during install. Maybe this
puts the problem to rest.

You seem to have found a solution, I had a look at the Koyote software
and it requires dotnet 2 which killed my interest.

Alternatives (at least for Sony avchd):
Avidemux will convert video & audio, resize to DVD standard and convert
audio if required. Speed is not bad. I get about 1.5 x real time on a 3
Ghz pentium, but a lot longer if converting at full frame size for
editing.
I know mencoder using a command line, will convert to .avi so .mpg should
be possible.

Snags with either are quality and audio, due to resizing from 1440 (or
1920) x 1080 to 720x576 (if using PAL) and audio/video sync.

Editing is another matter, curses on Sony / Panasonic, AVCHD H264 over
compressed format with key frames every 520 frames and 6 channel AC3.
