Not a full program,
but there is quite good Firefox addon FireFTP,
supporting plain FTP, SFTP, FTPS ( FTP over SSL)

limited user rights ( addons need not admin rights
to be installed to Firefox user profile )

or firewall limitations
( Browsers are usually allowed ).

Besides the pretty graphical FTP clients already mentioned, there is and
has been the console-mode program: ftp.exe. If you need help on what
are its commands, enter "help".
