After looking through the options this is now working.

Click on File in Outlook 2010.

Click on Options.

Click on Tasks.

Set the default reminder time to a time good for your planning purposes.

This is still an issue with the Office 2010 beta and its the same level of effort to adjust the 4pm time as the steps outlined here. Still an "issue".
