I purchased Office Pro for my small business, I do not have a desktop PC. We
do have two laptops. Can I install it on the laptops without breaking yhe
license agreement?

You can install ONE instance of the program on ONE computer.
So yes, you can install it on ONE of the laptops. Read the
EULA for precise details.

The License says "One PRIMARY device and one portable for the sole use of
the user of the primary device".
You need to think whether that agrees with your situation...

No.

Not in my experience: "One PRIMARY device and one portable
...." does not appear anywhere in the EULA. So I must ask,
which version of office are you referring to?

No where does anything for MS Office indicate what was given
in the previous response on my two machines; they both have
the same EULA working for OEM 2k2 and Retail 2003. Perhaps
win98 and/or Vista etc. are different; I've never looked.

So in the end, I'd suggest that you read your own EULA to see
what it says as opposed to taking anyone's word here. Things
change, but I don't think that changed. The individual
component EULA's BTW are identical to the one for Office
itself. AFAIK, it is one install instance on one machine/cpu
motherboard, etc. The EULAs are pretty clear on that.
Being able to also install on a laptop IIRC comes from the
win95/98 days.

My Microsoft Office Pro EULA says, from
(Path: C:\Program Files\Microsoft Office\Office10\oemEULA.txt)
is below. There ARE provisions for a backup copy, but this
thread concerns installations, not backups.

"
General License Grant to Install and Use. Except as
otherwise expressly provided in this EULA, You may only
install and use one copy of the SOFTWARE PRODUCT on the
COMPUTER. The SOFTWARE PRODUCT may not be installed,
accessed, displayed, run, shared or used concurrently on or
from different computers, including a workstation, terminal or
other digital or analog electronic device ("Device"), except
as set forth below for Sharepoint Team Services.
"
Also:
"
Additional License Grant for Sharepoint Team Services. The
Software Product may contain a copy of the Sharepoint Team
Services. If so, You may install one copy of such software on
one Device and allow an unlimited number of individuals within
Your business or enterprise to access and use the Sharepoint
Team Services from other Devices provided that You acquire and
dedicate a license to the software product for the Device upon
which the Sharepoint Team Services are installed.
"
But that's not the case here.

And further:
" Multiple Processor Version Selection. The CD or
diskette(s) on which the SOFTWARE PRODUCT resides may contain
several copies of the SOFTWARE PRODUCT, each of which is
compatible with a different microprocessor architecture, such
as the x86 architecture or various RISC architectures
("Processor Version(s)"). You may install and use only one
copy of one Processor Version of the SOFTWARE PRODUCT on the
COMPUTER.
"
and
"
5. DUAL-MEDIA SOFTWARE PRODUCT. You may receive the SOFTWARE
PRODUCT in more than one medium. Regardless of the type or
size of medium You receive, You may use only one medium that
is appropriate for the COMPUTER. You may not install or use
the other medium on another computer.

You said Office 2K2 and also OEM. OEM licenses are specific to one device
or computer depending on the year of the product. The OP asked about 2007
not 2K2 or 2003.
While you would be correct if the OP did purchase an OEM version of Office
Pro this is not stated. This is the Official MS EULA for Office Pro RETAIL
from MY RETAIL copy of Office Pro:

1. RETAIL LICENSE TERMS These license terms are an agreement between
Microsoft Corporation (or based on where you live, one of its affiliates)
and you. Please read them. They apply to the software that accompanies these
license terms, which includes the media on which you received it, if any.
The terms also apply to any Microsoft updates, supplements,
Internet-based services, and support services for this software, unless
other terms accompany those items. If so, those terms apply. BY USING THE
SOFTWARE, YOU ACCEPT THESE TERMS. IF YOU DO NOT ACCEPT THEM, DO NOT USE THE
SOFTWARE. INSTEAD, RETURN IT TO THE RETAILER FOR A REFUND OR CREDIT. If you
cannot obtain a refund there, contact Microsoft or the Microsoft affiliate
serving your country for information about Microsoft's refund policies. See
www.microsoft.com/worldwide. In the United States and Canada, call (800)
MICROSOFT or see www.microsoft.com/info/nareturns.htm. AS DESCRIBED BELOW,
USING THE SOFTWARE ALSO OPERATES AS YOUR CONSENT TO THE TRANSMISSION OF
CERTAIN COMPUTER INFORMATION DURING ACTIVATION, VALIDATION AND FOR
INTERNET-BASED SERVICES. IF YOU COMPLY WITH THESE LICENSE TERMS, YOU HAVE
THE RIGHTS BELOW FOR EACH LICENSE YOU ACQUIRE.

1.OVERVIEW. These license terms permit installation and use of one copy of
the software on one device, along with other rights, all as described below.

2.INSTALLATION AND USE RIGHTS. Before you use the software under a license,
you must assign that license to one device. That device is the "licensed
device." A hardware partition or blade is considered to be a separate
device.

a.Licensed Device. You may install and use one copy of the software on the
licensed device.

b.Portable Device. You may install another copy on a portable device for use
by the single primary user of the licensed device.

c.Separation of Components. The components of the software are licensed as a
single unit. You may not separate the components and install them on
different devices.

My comments continue: Note 2a and 2b above concerning what the software can
be installed onto. And to quote someone who recently posted "Please, get
your facts right before posting things such as
this. You may have meant well, but there were a lot of misleading things in
your post."
