Is there a Windows 2003 Server policy option that just permit user to
change password via RDP logon screen, but without granting user ability
to remote into the box?

User does seen password change prompt if I force them to change password
on first logon. But when their password expired, they have no option to
invoke the password change prompt via RDP.

But you do not want them to be able to log in whatsoever? Just
connect to the server and change their password?

I found the solution.

1. CTRL+ALT+DEL
2. Select Change Password
3. Change the IP of the remote server in the "Logon To" drop down menu
