I don't see why not so long as the dongle is for the same network or
is not network locked. I can't see the operator locking the SIM to the
IMEI - but if they do a quick call should be able to sort it out.

Indeed it will. A dongle is just a phone without a screen and keyboard.

Indeed. Usually it's just a question of getting the right APN (sometimes
phone and broadband SIMs only operate on different APNs). You might have to
tweak the dongle's settings (eg create a new profile)
