The main solution is in the hands of Google to examine what sites are being pushed up their rankings by obsure search requests and applying blocking filters to them. IF any of them are genuine, send an e-mail to each webmaster to inform them. That will immediately reduce malware infections to unsuspecting users and Scroogle's problem will diminish over time as infected users clean their machines.

This strongly suggests they are coming directly from infected PCs and not from a Scroogle button or Scroogle link on an infected website. It still leaves open how the PCs are being infected in the first place.
