If so where? No, there isn't. There is a 4 MByte spreadsheet called "Policy Settings" that lists all policy settings so that you could apply them manually to the registry. It is included with the Small Business Server 2003 Admin Pack. If you cannot find a download location then I'm happy to upload it for you.

I think so (but I'm not sure) - on the CD it appears as an .msi file.
