No he doesn't. TM can't generate a bootable backup.

Buy another drive. Last week I purchased a 1 TB external drive for $90. I
also got a 320 GB internal laptop drive (2.5" SATA) for $60. In both cases I
could have got cheaper drives if I'd been willing to order them over the
internet (from reputable vendors, not ebay or fly-by-night thieves) rather
than buying them locally so that I could get hold of them immediately. The 1
TB external drive replaced a 320 GB external drive which cost over $200 when
I bought it. The price of storage is plummeting. if you need drive space, buy
another drive.

The TM files are already compressed. Attempting to compress already
compressed files usually leads to Unexpected Results.

Where did you read that? The only compressed TM files on my machine are
those that were compressed before TM made the backup.
