This statement appears on the front page of the PWH website:

"Home of the Pricelessware List".

That says it all. The PL is a PWH production.
IE: PWH is the owning website and ACF is the forum. Wrong wrong wrong.

PWH is a privately owned freeware website (per �Q�) and is therefore
NO different to any other privately owned freeware website, EXCEPT that
it used to look like a dog's breakfast. But that does not change its
existence for what it is. �Q�'s CD.ISOs are made available through the
website, the last time I looked and
PWH is not owned by the people who collectively post onto ACF (per �Q�)
and therefore it has no right to use ACF for its website business.

Good, but it will have to be OUTSIDE or there will be leakage, some
deliberate by eg Franklin.

And you still didn't answer my question to you about whether ~100 other
freeware websites should be using ACF to discuss their website business
and all the rest of it. <sigh>
