Because if you factor in the right angle or vertical frequency speed of a wave as it travels in the horizontal direction at the constant speed of c, then that wave should increase in energy, mass, and gravity 4x each time the vertical speed, which is the frequency, doubles but still maintain a constant energy of h which can only come from it's constant speed of c.
