I've noticed that with a device that looks like two serial
ports. It gave me the same kinds of warnings. It seems that
SL thinks you might be using a serial port for dial-up or
something and "helpfully" offers to configure them. :/

Just tried again a and I did not get re-prompted... hrrm...

I get the prompt _every_ time I plug in the USB hub to which the serial
adapter is attached. On two MB Pro's, a 15" and a 17", both running
Snow Leopard.

Rant redux: if I wanted an OS whose creators thought I was an idiot who
needed an overly "helpful" OS I would use Windows!
