While I won't swear to it, and I've seen conflicting advice from Microsoft, I believe it's necessary to have a 32-bit Outlook, either 2003 or 2007, installed on the same machine to restore mailboxes. That certainly does work, as I've restored an Exchange 2003 exmerged mailbox to 2007 that way, but I don't know for certain that it's necessary. If so, it requires the tools to run on a 32-bit OS, and therefore to use the 32-bit Exchange 2007 tools. Together with the necessary SP1 (the mailbox restore API comes with that), that's about a 1.5GB download, as I'm fairly sure they're not on the installation disc.
