I know this is a 4 week old forum but what a pitty it digressed away
from the original post and didn't help anyone.

I too had the same problem - infact 2 instances of new SBS 2008 server
and both doing the same. Both are using around 3gb a day of downloads.
Both are very small operations ie. 3 - 4 computers and prior to server
being installed one used less than 3gb a month and the other around
10gb. One is on a wireless connection and it is very costly to increase
bandwidth.
I have temporarilly disabled ForeFront on both and early indications are
that it has dropped downloads significantly.

I will leave them for a bit to ensure that is the case and then try
limiting Forefront updates to once a day instead of hourly to see if
that helps.
