Running Windows 2000 Server SP4

The SNMP service will start, run for around 2-3 seconds then stop, the error
recorded is:

EventID: 7031
The SNMP Service service terminated unexpectedly. It has done this 138
time(s). The following corrective action will be taken in 60000
milliseconds: Restart the service.

The service then re-starts, but crashes with the same error everytime.

I have re-booted the server, and tried the service on manual start, but it
still crashes out.
