I have a SBS 2K3 SP2 running SQL 2005 SP3, that immediately after installing
the above update, has lost RWW, OWA, and system performance report access.
Is there a fix for this, or can I safely remove this update?

The fix is calling into Microsoft and figuring out where it got stuck.

It's a security patch. You need this.
That said you shouldn't have lost RWW did you reboot the server?
