Sorry to to be late, but I came across this one that I downloaded and
it appears to be what you were asking for. It's called Sound Volume
Hotkeys.

Windows 2000, XP or Vista 392kb download size.

If you use Universal Extractor, no installation is required. Just
extract and use. There is also an option to disable the icon that
