Does anyone know of a small program that will allow me to have a volume
slide control on the task bar permanently?

I have the volume control on the taskbar, but the kids have a bit of
trouble with it.

All they have to do is click it, there's the slider.

She has a disability that makes fine control of the mouse difficult.

All Windows systems have disability aides available. Poke around your
system and see if you can find something in there.
Tell us the OS and we may be able to help

These might be solutions:

http://www.statbar.nl/
http://www.nirsoft.net/utils/volumouse.html
http://www.softpedia.com/get/Multimedia/Audio/Audio-Mixers-Synthesizers/VolumeTray.shtml

Statbar is a toolbar you can park above the taskbar. Lots of info,
including a volume slider.

Volume Mouse uses the mouse wheel to control sound.

VolumeTray may be the closest to what you want.

Note: I haven't tried any of these.
