I have been searching for documentation on moving from a Server 2003 to
Server 2008 R2 domain but not finding much. Know of a good step-by-step
document or two to review?

We have a 2003 32-bit domain controller still holding all the roles - one
2008 R2 domain controller is in place and the domain is a mixed 2003/2008.
A second 2008 R2 is currently sitting idle as a member server - plan is to
move this 2nd 2008 R2 in as a domain controller after the roles are moved
over to the first 2008 R2 and the 2003 domain controller is demoted and then
removed.

Also - we ran into an odd item when installing Veritas backup - the domain
group policy did not apply to the 2008 R2 domain controller. We had to add
a Group Policy dirctly to the 2008 R2 server. Does that sound correct?

Is the Windows server 2008 R2 DC also in the domain controllers OU as the
other DCs?

Is the 2008 R2 DC multihomed or in another subnet located?

Did you check the event viewer for errors?

Are any GPOs filtered on the domain controllers OU?

Please run dcdiag /v on the DC and post the output here, also run repadmin
/showrepl and post it.
